We are the Caring Majority. Governor Hochul has allowed billionaires and corporations to profit from home care while aging adults, people with disabilities, home care workers, and family caregivers across New York State are struggling to make ends meet. Let’s rebuild the home care system for us! The Fair Pay & Home Care for All platform outlined below will propel us towards a New York where caregivers can thrive, and all New Yorkers—no matter who they are—have access to the health and home care they need.

Dear Governor Hochul,

Home care is in crisis. Despite being the largest workforce in New York State and the backbone of our society, you have failed us—the Caring Majority.

Older adults, people with disabilities, home care workers, and family caregivers across New York State are struggling to make ends meet as the cost of living skyrockets and we face devastating federal cuts to home care and Medicaid. 

Meanwhile, you have allowed private insurance companies and private equity-backed corporations to pocket billions of our Medicaid dollars. 

You've also put the Consumer-Directed Personal Assistance Program (CDPAP)—a popular Medicaid-funded home care program that allows people to hire a loved one or trusted caregiver—in peril by handing the program over to a private equity–backed corporation, PPL. The transition has resulted in late and missing pay, lost care, and hundreds of thousands of people leaving the program.

It is NOT too late to fight for everyday New Yorkers and deliver Fair Pay and Home Care for All. That means—

  1. Pass the Home Care Savings & Reinvestment Act to eliminate private insurance middlemen and reinvest savings directly into home care wages and care.

  2. Pass Fair Pay for Home Care & End Home Care Wage Theft so that workers can earn a dignified living, alleviating New York's home care shortage so people can receive the home care they deserve. 

  3. Restore choice to CDPAP and end the PPL monopoly by reinstating trusted fiscal intermediaries.

  4. Tax the Rich to invest in our care and prevent Medicaid cuts.

The Caring Majority deserves a home care system built for us, not for corporate profit. We call on you to deliver Fair Pay and Home Care for All, so caregivers can thrive and all New Yorkers have access to the health and home care they need.
